Some people have the difficult job of imagining worst case scenarios so they can plan actions to prevent or mitigate catastrophic events. Unfortunately, dreaming up the consequences of, say, a storm surge on a populated area, is not as difficult as convincing the-powers-that-be to invest in civic projects that will assuage the damage should the worst case scenario actually take place.
