WASHINGTON — Interior Secretary Ryan Zinke describes himself as a champion of public lands and an “unapologetic admirer and disciple of Teddy Roosevelt.” He is also wishy-washy on climate change and supports rolling back Obama-era regulations on coal, oil and gas extraction on public lands.

That mixed bag has left some conservation groups feeling “cautiously optimistic,” while others are outright skeptical.
